    Probably will work out the same as it did on the federal level:

    1. Win lawsuit
    2. Government passes new legislation that due to some maths tricks meets the climate targets.
    3. Next government fails to meet targets and moves the goal posts.
    4. No profit. Planet still fucked.

      Germany has had falling emissions for some years and there are a number of pretty good climate laws on the books. It is not enough, but it is not like nothing is happening.
