For a drug smuggling vessel that boat was sure just floating there. I mean I’d think if you were smuggling drugs you’d want to get to the delivery point as fast as possible rather than just sitting in place.
I saw the video, you can see the fishing rods.
This wouldn’t justify extrajudicially killing a foreign citizen, but if I was running drugs I’d make my vessel look like a fishing boat.

Why risk your own personnel? Just pay off the right people in the Trump administration and a US military aircraft will hand deliver the drugs for you into the USA.
It’s not hard for a drug smuggling boat to put up fishing rods but I’m still very suspicious about this
