Hi everybody. So i am new to Norway and never was somewhere close to climate like this. I also live at southern part of the country(kristisansand) so it rains pretty heavy there. As i was looking for winter clothes, i found that top layer needs to be waterproof, and it doesnt really matter is it warm(or insulated) or not as long as you are going to wear layers underneath it. My question is: Is this statement true? If i wear, say :Merinowool-Fleece-warm jacket or another fleece(if its rlly cold)-goretex(or any equivalent waterproof fabric), will this keep me warm enough?

I am talking city usage, not backpacking or whatever.
