The ball does hit his chest first but that only applies for deflections not deliberate attempts to control the ball. He’s trying to control it with his chest and takes a bad touch. A bad touch doesn’t negate handball.
These are the type of decisions that the on-field ref has to call on the spot or ignore.
No one would complain if the ref made a call here and stuck to it.

The level of officiating these last few months have gotten me to the point where I almost feel I need to take a break from watching the sport. it’s getting unbearable, watching referees completely deciding the outcome of matches. I hate the lack of consistency and it’s somehow more chaotic with tools designed to make it easier to be decisive.
This made me realize I don’t know what constitutes the changing of a phase of play.
Does headed clearance like that constitute a new phase of play even if it doesn’t leave the box and goes straight to an opposing player? Or does a team need to have actual possession of the ball?
If a ball went from chest to arm from a defender like this in the box it wouldn’t get given as a penalty, no idea why this has been disallowed
This literally goes against UEFAs own guidelines for handballs this season…
I think it’s fine to pull something back after the play extends if the situation deserves it. This isn’t one of those, super borderline
I don’t see how anyone can complain about that call. Toulouse immediately call for the foul. Ball progresses immediately into their box. You’re insane if you think that failed headed clearance should ‘begin’ a new phase of play. There are like 7 liverpool players in or around the box and Toulouse never have control of the ball for even a second

People don’t know the rules in here. It literally stays accidental contact with the arm following a deflection from the players own body doesn’t constitute a handball. Either the officials don’t know the rules (concerning) or they ignored them (concerning).
