Or heavily taxed to make it unprofitable unless you live there yourself. Why would anyone build new apartment buildings if that were the law? We desperately need to be building more housing, and denser housing.

Why would anyone build new apartment buildings if that were the law? We desperately need to be building more housing, and denser housing.
