I’d lean to the former, but that’s just me. Since we’re trying to encourage new builds, lowering the cost of construction makes sense. So up everyone’s property taxes. Or introduce more usage fees. But that screws poor people. 🤷
So how can that be more equitably distributed if the name of the game is practicality?
