Kick the ambassadors out and sanction them. Enough is enough. If it was anyone else it would have happened already.
Your proposal has been considered, but vetoed by the US, just like the last time the UN has tried to sanction Israel.

Sort by vetoing member and you’ll see that over %75 of the US vetoes involve Israel.
It would have to happen on a country by country basis as the US will continue to veto it.
