Rick Berman was noted as being quite a sleaze.
Jeri’s uniform was so tight it hurt her, which is why she looks like she’s perpetually holding her breath while wearing it. But he denied her repeated requests to lighten up with it or switch to something else.
Sirtis wanted and preferred the uniform in TNG. She found that initial mini dress “humiliating”. She’s a lieutenant commander and had to wear dresses or a collared cat suit for 5.5 seasons.
So, thankfully, they did alter Seven’s catsuit a few times. The silver one at the beginning was the biggest offender. It got completely replaced by the cobalt blue and brown suits that were used interchangeably. Jeri Ryan did say that those suits were also a pain, but much easier to move and breathe in.
Berman, however, continued to be a prick.
