Why is Zsasz the best character in Gotham?

I’m not done with season 5 yet, so avoid spoilers, but why is Victor Zsasz the most charming character in the show? I’m watching the episode “The Trial of Jim Gordon” and Zsasz is quoting poetry now? He’s my favorite character in the whole show, does anyone else feel the same?
