The easiest way to deal with busking problems is to a) only give permits after an audition, and b) forbid amplifiers and loudspeakers. Add a “you may only stay in one place this long”, and it should be no problem anymore.

“No amps” does seem a simple solution, maybe all the buskers will take up bagpipes or something similarly loud though

Well, I imagine, it’s more a matter of them needing an amp, because they’re playing an e-guitar, and once you have an amp, might as well turn it up. Playing the bagpipes or a trumpet/trombone/whatever loudly is actually exhausting…

I was working in an office overlooking one of the 5m city central squares.
All summer it was better to just open all windows than rely on the AC, sonwe did that. We knew all the baskers. Most of them were good, including a band playing dub, and a 12yo guitar virtuoso kid (who got into local news because he practiced on that square).
There were worse ones - “the annoying guy” with an amp, a mic, and a voice from 5 a.m. karaoke bar. Fake veterans singing songs about soldier life. Fake Native-South-Americans who look like a franchise, as I saw them all across the Europe.
But in general, it was repetitive, but nice. And then you always have anc headphones (I know you can’t use them working in retail, but at least we could)

Hundreds if not thousands people shouldn’t be forced to use ANC headphones just because a few wants to make some loud noises apparently called music.

Most of it still was music.
I get your point, but music, street trade, etc, make placed more lively. Does it increase comfort for geberal population? No. Would places be tidier without people and stuff? Yes. But it woulf be dead and sterile then. So I was ok with that sacrifice (not much or of a sacrifice actually) just because of that.
And people who live with windows overlooking lively places - they are usually not lively since yesterday. You or your family had years to find a quieter place, so you live here by choice.
