Wow, people taking advantage of discrimination-based government programs… who could have possibly seen this coming?

    That’s why I think criminal charges would help.

    Even if you know you’ve got an 80% chance of not getting cost or the program won’t be audited, a 20% chance of jail time and indictment might be enough to dissuade a lot of actors, which ultimately makes it cheaper to police.

      Criminal charges help only if enforcement is actually feasible, which, given the level of enforcement on other fronts, is unlikely.
